Below $20,000 for a main bathroom, something is being left out — usually the waterproofing is being patched rather than replaced, or the tiling is stopping at two metres, or the vanity is the cheapest available unit rather than one specified for the space.
What sits inside the number
A full renovation is roughly a third labour, a third materials and fittings, and a third the trades that do not produce anything visible — the strip-out, the waste removal, the plumbing rough-in, the electrical, the waterproofing and the compliance.
That last third is the part people mentally discount and the part that determines whether the room is still sound in fifteen years.
The three things that move the number
Moving a waste. Everything else on this page varies by hundreds or low thousands. Cutting the slab to relocate a toilet or shower waste adds a jackhammer stage, dust containment through the house, extra program days, re-pouring and re-levelling. In a Hills project home it is almost never worth it — the layout page explains why the productive brief works within the existing plumbing.
Tile format. A 600×600 rectified tile laid on a straight set is the cheapest thing to lay per square metre. Mosaics, herringbone, 100×300 subway with a stacked bond, and anything needing mitred external corners all multiply labour. Choose format before you choose colour.
Room size. Obvious but underweighted. A Bella Vista main bathroom at 9 m² is genuinely half again the cost of a Rouse Hill ensuite at 5 m², because every line item scales.
What does not move it much
Tapware brand, within reason. The gap between a decent mid-range mixer and a premium one is a few hundred dollars per outlet on a job measured in tens of thousands — and the cheap end fails early enough that the saving disappears.
Vanity style. A wall-hung drawer unit is not materially dearer than a floor-standing cupboard of the same width.
Full-height tiling. Taking tile from two metres to the ceiling adds perhaps a square metre and a half per wall. It is one of the cheapest changes on the list and one of the most visible.
What the Hills stock specifically means for price
Kellyville, Rouse Hill, Beaumont Hills and Glenwood housing is post-asbestos. That removes the single largest source of mid-job variations, because there is no sheeting to test, no licensed removal stage and no air clearance.
It also means the construction is predictable. A project-home bathroom built in 1998 or 2008 is built the way thousands of others were, so what is behind the tiles is rarely a surprise. That is why a fixed price on this stock tends to stay fixed.
Two-storey houses add one variable: an upstairs room sits on a timber floor, which usually means levelling compound and sometimes sheeting replacement, but it also makes a layout change affordable in a way it never is on the slab.
The deposit rule
Under the Home Building Act, a residential building contract over $20,000 in NSW caps the deposit at five per cent. Progress payments run against completed stages, not a calendar.
That is worth knowing before you compare quotes. A quote that requires a third of the value up front is not a better price, it is a worse risk.
